time the practice to attach Cadets to the Colonial Office

for one year before they were sent out to Hongkong. During

that year they were paid at the rate of £100 per annum

(

from the funds of this Colony, and I presume, therefore,

that in their case pension will be calculated from the

date on which they were attached to the Colonial Office

at a salary of £100 per annum. I have personally no doubt

on the point but I submit the matter for your decision as

the Colonial Treasurer informs me that there is no exact

precedent. Sir Cecil C. Smith and Mr. H. E. Wodehouse were

both appointed prior to 1876.
